* The other foreign passport holders can have a blue plate car with their work and residency permit.
Foreigners can ship their own used or new car from their home country and register it with a blue or diplomatic plate in Turkey. Tax free cars can be sold only from a foreigner to another foreigner and such plate cars are only allowed to be driven by foreigners. Turkish citizens can not buy or drive such plate cars alone!
